Baron Jemmas III is the current ruler of the Horn. He is clever, and despotic, ruling with absolute authority yet is benevolent. Before him the Barony was a minor state, now, under his leadership the Barony has expanded from multiple military excursions. The Baron collects ancient motor vehicles, and is a patron of education. He has established the University of Horn, and has entitled all his citizens to have two years of basic education. Like all members of House Horn he is rumored to possess psychic powers such as Telepathy, and Mental Blast.
