
In the Elder Scrolls V: Skyrim Shahvee is an Argonian civilian living in Windhelm during the Civil War in Skyrim. There she resides in the Argonian Assemblage and works on the docks with a desire for a turn of fortune.

Background[]
Shahvee was for a time in her native land a thief, but eventually decided that she should be happy with what she has rather than dwell on what she does not. The specific reason for her migration isn't stated. The majority of Argonians arrived around the same time as the Dunmer as refugees leaving the ashened lands that followed the eruption of Red Mountain but she's a rather recent arrival to Skyrim. Shortly after purchasing an Amulet of Zennithar and praying for a turn of fortune after arriving in Skyrim her amulet was taken by bandits who accosted the group she was traveling with. After being robbed she arrived in Windhelm. Lacking in funds for transport, and being unfamiliar with the province she settled in the Argonian Assemblage- an area of the city's dock where Argonians are segregated from both the Dunmer (who had a history of enslaving them in Morrowind and with whom the Kingdom of Argonia waged war with in the years following the death of Martin Septim) in the Grey Quarter, and the residents of the main district (mostly Nords) who range from weary of outsiders to bigoted. Still settling in she works a tanning rack on the docks with a largely positive mentality.
Elder Scrolls V: Skyrim[]
The Dragonborn (the protagonist of Elder Scrolls V: Skyrim) can converse with Shahvee who will if asked about how Argonians are treated in the city, tell the Dragonborn about her misfortune initiating the quest "Shahvee's Amulet" for the player to recover the amulet of Zenithar from the bandits who took it. After doing so she'll tell them about how she use to be a thief after expressing that she doesn't have anything material to offer in return for the deed. She teaches the Dragonborn a little something she had picked up as a thief, figuring such might be useful to them.

An official ending to the Elder Scrolls V: Skyrim does not presently exist so the fate of Shahvee after this has various possibilities.
Victim of the Butcher[]
If the Dragonborn erroneously accuses Wuunferth the Unliving of being the Butcher, a serial killer in Windhelm during the quest "Blood on the Ice" the murders will continue. Curiously, despite the Butcher's motives Shahvee is one of the individuals who can end up as a victim of the Butcher. Given the Butcher's motives (using body parts from various woman to remake his sister and resurrect her) it's possible that this murder, should it happen, is chocked up to the Butcher due to a lack of the guards knowing the Butcher's motives rather than one actually conducted by the Butcher. Essentially that with the murders ongoing due to the wrong person being accused someone saw a way to pass of the murder of Shahvee on the serial killer. An opportunity that would not present it's self if the Butcher was correctly identified by the Dragonborn thus ending the city's terror. However if Shahvee is married to the Dragonborn the murderer, be it the Butcher or not, will not target her at all.
Marriage to the Dragonborn[]
The Dragonborn can marry Shahvee, the only female Argonian candidate for the Dragonborn's spouse, after completing the quest "Shahvee's Amulet". She'll accept regardless of the Dragonborn's sex and race. She'll want to open up a shop and if helped in doing so provide a share of the profits with the Dragonborn and with her fortune changed put the amulet up for sale so that it may do the same for another. The Dragonborn and her may adopt children. With the Hearthfire DLC it's possible for her to be abducted by bandits while the Dragonborn is away from their homestead should they live on one. As a spouse, Shahvee would be eligible to be sacrificed to Boethiah in order for the Dragonborn to obtain the Ebony Mail.
Civil War in Skyrim[]
If married to the Dragonborn Shahvee may accompany them and fight at their side. Regardless of the Dragonborn siding with the Imperials or Stormcloaks she can potentially be present at every battle in the Civil War in Skyrim by doing so. Including either the Siege of Windhelm or Siege of Solitude. Though she'll never officially be a member of either faction; having unlike her spouse never taken the Oath for either side.
Regardless of who wins the Civil War in Skyrim Shahvee's life remains largely unchanged. If the Dragonborn sided with the Empire in the conflict she will have, if not residing outside of Windhelm (which can only happen if the Dragonborn is married to her and has her move in to their home elsewhere) or killed prior, experience the Imperial Siege of Windhelm from with in the city walls. Brunwulf Free-Winter who will become the Jarl of Eastmarch should an Imperial victory be achieved in the war will maintain the city's segregated status in the belief that such diminishes the likelihood of violence while he takes steps to make the Argonians more accepted. What those steps are go unstated in game. Additionally the Dragonborn, regardless of who won the war and what race they are, will be able to move Shahvee, if married to her, into the main district bypassing the segregation due to their political and cultural status in the region or out of the city entirely.
